MERGING VILLAGES WITHIN THE FRAMEWORK OF LOCAL GOVERNMENT REFORM IN THE KYRGYZ REPUBLIC

Abstract

This article analyzes the consolidation process of rural settlements within the framework of local government reform in the Kyrgyz Republic and its role in shaping socio-economic conditions in rural communities. Furthermore, the local government reform implemented in Kyrgyzstan addresses fundamental elements such as citizens' access to public infrastructure and services, budget financing mechanisms, and service delivery capabilities. The article also examines the impact of the consolidation process on international integration, citizen participation, and the interaction of local governments with the public, as well as the reforms' effect on the quality of life of citizens. The study concludes that the success of local government reform in Kyrgyzstan depends on increasing administrative efficiency and rational resource utilization, as well as addressing issues such as unequal resource distribution, geographical distance, and effective governance. In this context, the article first examines the local government reforms implemented step-by-step in Kyrgyzstan and evaluates their effects. The study employs document analysis, systematically examining relevant legal texts, government decisions, public consultation minutes, and strategic documents. Additionally, a comparative analysis method is used to compare pre- and post-reform administrative structures.
