Türkiye’de İller Arası Göreli Gelir Yakınsaması: Panel Birim Kök Testlerinden Kanıtlar

Bölgesel kalkınma politikalarının temel amaçlarından biri, ekonomik büyümenin ülke genelinde uyumlu biçimde ilerlemesini sağlayarak dengeli bir ulusal kalkınma düzeni oluşturmaktır. Türkiye bağlamında ise illerin büyüme hızlarının birbirine yaklaşması ve benzer gelişim düzeyleri göstermesi, dengeli kalkınma yaklaşımının doğal bir gerekliliği olarak görülmektedir. Çalışmada Türkiye’nin 2004-2023 yılları arasında 81 ilinin dolar cinsinden kişi başı GSYİH verileri kullanılmıştır. İllerin Türkiye ortalamasına ve İstanbul iline doğru stokastik yakınsaması Karavias Tzavalis (2014) panel birim kök testi ile analiz edilmiştir. İllerin birbiriyle olan ilişkisi göz önüne alındığında yatay kesit bağımlılık testleri uygulanmıştır. Yapılan yatay kesit bağımlılık testleri sonucunda illerin gelir düzeylerinin birbiriyle yüksek derece korelasyonlu olduğu tespit edilmiştir. Bu nedenle yatay kesit bağımlılığını dikkate alan ikinci nesil bir panel birim kök testi uygulanmıştır. Panel verinin yapısı dikkate alındığında yatay kesit birim sayısı yüksek zaman boyutu ise görece düşüktür. Dolayısıyla yatay kesit gözlem sayısının yüksek zaman boyutunu sabit olarak alan literatürdeki en uygun testlerden biri olan Karavias Tzavalis (2014) panel birim kök testi tercih edilmiştir. Bu test yatay kesit bağımlılığı bir düzeltme ile dikkate almakla birlikte yapısal kırılmaları ve değişen varyans durumunu da modelleyen esnek bir yapıya sahiptir. Uygulanan birim kök test sonuçlarına göre Türkiye ortalamasına ve İstanbul iline doğru stokastik yakınsama tespit edilememiştir. Bu sonuç, iller arasındaki gelir farklılıklarının süregelen bir özellik taşıdığını ve uygulanan bölgesel kalkınma politikalarının yakınsamayı sağlama noktasında beklenen etkiyi oluşturamadığını ortaya koymaktadır.
